Right now I am on 15.99 Euro per month plan, when I am trying to downgrade the plan, only 13.99 Euro/month plan is visible. How can I down grade to further lower plans?
Now I am in USA, I need to maintain this SIM for a year for personal reasons. Effectively I am not going to use it for neither calls nor data. What is the lowest plan I can choose and how to do it.

Yes it's possible toi downgrade to all existing plans. For exemple you can downgrade to the 40Go at 9,99€/mounth
If you want less 5Go for 4,99€/mounth
It's impossible to downgrade by yourself. To downgrade you need to contact the customer service by the app RED&moi. Click on the "Help" section, then click on "contact us" line. You'll see a chat to speek with a helper.
It's only in french. Use a translator 😉

Hello,
I'm an existing RED SFR Fibre customer, and want to move my mobile number to RED SFR on to the 130GB 9.99 offer. I get through the sign up process where I need to pay the 10.00 for the physical SIM. The payment is successful from the banks side (I've tried multiple cards)., but I receive the message "Cette transaction ná pas pu aboutir. Veuillez vous rendre en boutique SFR". I go to a store, and they do not know how to help me.
I've tried the online chat, but it always ends up in the chat bot asking for a customer support agent to call me back. Is there a way I can contact a support agent over text / email (I can manage using google translate? I was going to start a new post on this (in French), but I can't seem to work out how to create a new post.
